What Toronto OVO does
Toronto OVO would coordinate three layers of city-building: infrastructure, services, and governance. It is designed to break down silos so departments can share data, plan together, and deliver services with greater reliability.
It would also embed transparency, auditing, and public oversight into the city’s digital transformation.
Why it matters
Toronto needs a City Hall that can act as one system. OVO is the mechanism for reducing duplication, improving service delivery, and helping staff do more high-value work with better tools.
