Fifty-year direction · first-term discipline

Build Today. Prepare for Tomorrow. Protect Generations.

The long-term vision gives Toronto a direction for handling growth, climate risk, infrastructure renewal, high-speed rail, AI and automation without using the future as an excuse to ignore the basics now.

Toronto 2076 50-year plan book cover
A staged horizon

Fixed values. Flexible methods.

Authorize only the next affordable and evidence-supported step.

First 100 days

Make the baseline and owner visible

Start practical housing, mobility, safety, resilience and service reforms.

First 24 months

Prove the machine works

Deliver measurable improvements in the highest-friction resident journeys.

2027–2031

Scale what works

Move successful programs from individual problem-solving to repeatable delivery systems.

2031–2076

Build, connect and renew

Advance regional and national systems only when they remain affordable, useful, democratic and environmentally responsible.

The long-term foundation

A capable city, not simply a larger city.

A Gigacity can build housing at scale, coordinate infrastructure before growth is stranded, move people and goods reliably, protect residents from predictable risks, learn from evidence and work across governments without losing accountability.

The public direction is clear. Detailed design, costing, safeguards, partner commitments and implementation milestones will be released in stages as they are verified. Before residents are asked to approve or fund a major commitment, the campaign will publish the authority, cost, protections, partners and measurable next steps.
The Generations Test

Relief today. Capability for life. Stewardship for generations.

This is not a technology slogan. It is the moral test every decision must pass.

Give a person a fish and they eat for a day. Teach a person to fish and they eat for a lifetime. Teach a person to teach a robot to fish—while protecting the environment—and that person and their communities can eat for generations.
Today

Immediate relief

Housing help, safer travel, emergency repair, clean public space and a real answer from City Hall.

Lifetime

Lasting capability

Skills, reliable infrastructure, stronger institutions, housing systems and productive local opportunity.

Generations

Compounding strength

Human-governed technology, environmental care and public systems that keep learning without consuming the future.

Human flourishing is the measure

A smarter city is one that makes real life better.

Toronto should be judged by what residents experience—not by the number of systems, sensors, towers or announcements it owns.

Keys in doorsMore affordable, accessible and family-capable homes.
Time backMore reliable journeys and less paperwork, waiting and disruption.
Protection earlierSafer homes, basements, buildings, streets and public spaces.
Dignity and accessHuman help, clear rights, accessible service and meaningful appeal.
OpportunityLearning, skilled work, entrepreneurship, arts and local ownership.
TrustVisible responsibility, public evidence, correction and follow-through.
Daily life should be easier. The systems have to work together. People stay in charge.
